Proposals will be received by the City of Belton for the 163rd St. and Givan Ave. development until 5:00 p.m. local time on Friday, September 15, 2023. The RFP is being issued in coordination with the property owner, Highway 51 Acres LLC. The approx. 40 acre property is located west of 163rd St. generally between Turner Rd. and E. North Ave. (58 Hwy.). The purpose of the RFP is to select a qualified developer or development team to design, construct, finance, purchase, own, and manage the development of the property with a transformative mixed-use project meeting the intent and goals for the property as provided for in the RFP. A conceptual plan created by City staff is included in the RFP for reference.

Sealed proposals must be mailed or dropped-off to the City of Belton, Attn: Mike Ekey, Economic Development Director, 520 Main St., Belton, MO 64012. Please download the 163rd St. & Givan Ave. RFP under Related information for submittal information.

Statement of Interest and Questions: All interested parties should submit a statement of interest and are encouraged to send any questions about the RFP and/or set-up a one-on-one meeting with staff by Friday, September 1, 2023. An addendum with all questions asked and responses provided will be posted the week of September 5, 2023.
