The Park Board is appointed by the mayor with advice and consent of the City Council. The Parks and Recreation Board shall make and adopt such bylaws, rules and regulations for its own guidance and for the governance of the parks and recreation activities as may be expedient. The Park Board shall have control of the expenditures of all monies collected for and deposited to the credit of the parks and recreation fund.
