Every customer receives a minimum bill, which is consumption between 0 and 1,500 gallons. Customers are then billed for all additional consumption above the minimum.

Debt Service

The City of Belton is making a significant commitment to water and sewer infrastructure improvements.  While these improvements require funding, it would cost much more in the long run to wait and do nothing.  The citizens of Belton recognized this fact when they voted yes to Questions 1 and 2 on the April 2, 2013 ballot.  Question 3 on use tax failed.  If it had passed, it would have helped to moderate the water and sewer rate impact on our citizens.  Water and sewer rates increased as of August 1, 2013 by $17.50 per month for all residential accounts and $30.00 per month for all non-residential accounts.  (This rate is per city owned meter.) 

 

1967 - City of Belton Population 5,000 (est.)
  • 1967 - 300,000 gallon water tank on North Scott constructed
  • 1967 - Holmes Road pump station installed
  • 1983 - 1.5 million gallon elevated water tank constructed near I-49
  • 1983 - North Scott pump station installed
  • 1994 - Wastewater treatment plant constructed and functional
  • 2011 - Ultraviolet disinfection unit installed at the treatment plant to meet regulatory limits
 
2013 - City of Belton Population 24,000 (est.)

April 2, 2013 Ballot Questions 1 and 2 will:

  • Update the Holmes Road pump station that was installed in 1967, almost 50 years later
  • Construct a new 3 million gallon elevated water tank to improve water pressure and fire safety, almost 30 years since the last one was constructed
  • Update and improve the wastewater treatment plant that was built in 1994, almost 20 years later
