The Capital Improvement Plan (CIP) is a five-year plan that identifies capital projects based on needs of the community. These projects can include things like stormwater improvements, street preservation, waterline rehabilitation, and sanitary sewer upgrades. Because our community's needs are ever changing, this plan is updated every few years to incorporate new projects. Street Bond Project

The streets included in the 2022 Street Reconstruction Project are from the Preliminary Street List discussed below. The 2022 Street Reconstruction Project will began in July 2022.  This work includes asphalt mill and overlay and base repairs and is estimated to be completed by November. Background

Belton Streets PCI Rating
Prior to the first bond issuance in 2019, Belton partnered with Stantec Consulting Services, a nationally acclaimed company, to evaluate the pavement condition of City streets. Stantec drove each street in Belton with a specialized truck equipped with laser cameras and GPS to measure and evaluate roughness and pavement distresses, such as potholes, rutting, alligator cracking, etc. per industry standards. This data was used to develop a Pavement Condition Index (PCI) for each street segment. The overall PCI for Belton streets is "46" that equates to a "poor" condition. Click here for the 2019 PCI Rating Map(PDF, 24MB) for City streets.

Belton's PCI and other supplementary data were used as the basis for determining a preliminary list of streets to be repaired over the next 3 to 4 years using street bond funds in the amount of $21 million.  Because the overall condition of Belton's streets is "poor" based upon the PCI, most of the streets need immediate repair. Staff partnered with Stantec to develop a process for determining a preliminary project list. This process included the following factors using a "worst first" approach:

  • Repairing the "failed" streets that were mainly in residential areas and adding adjacent streets with the worst conditions to group improvements for continuity and more visual appeal;
  • Prioritizing streets based on roughness, rideability, and site reconnaissance when streets had the same PCI;
  • Ensuring that projects were distributed throughout all Wards in Belton.

 

The preliminary plan is estimated to cost around $21 million and includes 50.4 lane miles based on approximate costs and quantities for pavement resurfacing and base repair. Staff is in the process of walking each street to measure actual quantities of curb and gutter and base repair in order to finalize costs. Costs will also need to be included for maintenance and bond financing. If there are remaining funds, additional streets will be added to use the entire $21 million approved by voters.

Prior to scheduling projects, Staff will evaluate field conditions such as storm sewer pipe under the street and complete any needed repairs before the new asphalt is placed when appropriate and feasible. 

Storm Sewer Bond Projects

The City of Belton's Stormwater Master Plan was completed by Olsson in December 2012. The Master Plan identified 30 stormwater projects throughout the City including seven (7) Priority 1 projects characterized by frequency and severity of home flooding, street flooding, erosion, regional benefit, etc.

Two of the Priority 1 projects were previously completed by the City, and the remaining five Priority 1 projects are to be completed with Proposition S stormwater general obligation bonds as funding allows.

Hight Avenue & Bryan Way/McKinley Street

The Hight Avenue and Bryan Way/McKinley Street Stormwater Improvements Project is a Priority 1 project due to residential and street flooding throughout this area. The conceptual improvement for this area includes upsizing the existing stormwater pipe system from the Somerset Park Lake outlet to east of McKinley Street as well as street preservation including asphalt mill and overlay and base repair.

The City Council approved a Professional Services Agreement with TREKK Design Group, LLC (TREKK) on August 13, 2019 in the amount of $214,893.93. These services include survey, public meetings, preliminary and final design, utility coordination, bid phase, and construction phase services. 

Hargis Lake Stormwater Improvements Project

The Hargis Lake Stormwater Improvements Project is a Priority 1 project due to residential complaints regarding stormwater and street flooding, sanitary sewer backups, and erosion.  The storm sewer main line is significantly undersized throughout most of the system, and a significant amount of bypass flow from upper portions of the watershed accumulates and flows through this area.

The City Council approved a Professional Services Agreement with Olsson on August 13, 2019 in the amount of $39,760.00 for conceptual design development of stormwater improvements. The first phase of this project includes survey and data collection, public involvement, and development of three concept design alternatives with opinions of cost. Based on this data, a preferred alternative will be selected, and Olsson will subsequently submit an agreement for design. The project limits are bound by Highway 58 (North Avenue) to the south, Airway Lane to the north, Westover Road to the west, and Park Drive to the east.

Westside Drive and Lacy Lane

The Westside Drive and Lacy Lane Stormwater Improvements Project is a Priority 1 project due to residential and street flooding throughout the Lacy Estates subdivision. The conceptual improvement for this area includes upsizing the existing stormwater pipe system from Sunrise Drive to West Cambridge Road and replacing the existing low water crossing on Cambridge Road as well as street preservation including asphalt mill and overlay and base repair.

The City Council approved a Professional Services Agreement with Olsson on September 24, 2019 in the amount of $361,965.00. Design services include survey, public meetings, storm sewer and bridge preliminary and final design, geotechnical exploration, utility coordination, permitting, bid phase, and construction phase services.

Sunrise Drive and Buena Vista Drive

The Sunrise Drive and Buena Vista Drive Stormwater Improvements Project is a Priority 1 project due to residential complaints regarding stormwater and street flooding. Stormwater flows from West Sunrise Drive southwest to Park Avenue through an open channel located behind residential homes on Buena Vista Drive and Valle Drive. The existing storm sewer system and open channel in this area are undersized resulting in stormwater and street flooding.

The City Council approved a Professional Services Agreement with CDM Smith on September 24, 2019 in the amount of $61,025.00. The first phase of this project includes survey and data collection, geotechnical investigations and analysis, and development of concept design alternatives with opinions of cost. Based on this data, a preferred alternative will be selected, and CDM Smith will subsequently submit an agreement for design.

Valentine Avenue and 162nd Street

The scope of work for the Valentine Avenue and 162nd Street Stormwater Improvements Project is currently being determined.

Four additional priority projects are also included:

Cambridge Culvert

Pavement over two 48-inch culverts located on Cambridge Road between Mullen Road and South Peculiar Drive has experienced deterioration and settlement. Based upon a site inspection, the pipe joints have separated and the soil from around both pipes is being washed through the pipes resulting in undermining the road bed.

The City Council approved a Professional Services Agreement with Olsson on April 9, 2019 in the amount of $322,258.00. Design services include survey, preliminary and final design, bid phase, and construction phase services. The design is almost complete, and the City is currently working on easements. Construction is anticipated to be completed in Spring 2020.

Cherry Hill Culvert

Stormwater for the Cherry Hill subdivision drains under the Water Resources Institute parking lot and into a wetlands basin. The parking lot has begun to settle over the pipe, and the Water Resources Institute is no longer able to use this area of the parking lot. The 52-inch pipe’s outlet is right next to the edge of the parking lot, and the stormwater discharges at a high velocity resulting in scouring and voids above and around the pipe.

The City Council approved a Professional Services Agreement with TREKK Design Group on January 22, 2019 in the amount of $30,132.90. Design services include survey, preliminary and final design, bid phases, and construction phase services. Design is almost complete and includes parking lot repair, storm pipe extension, and bank regrading and stabilization. Construction is estimated to begin in spring 2020.

161st Street and Allen Avenue Culvert

The 161st Street and Allen Avenue stormwater culvert currently consists of 48-inch corrugated metal pipe and is undersized and overtops Allen Avenue road during minor rain events. This culvert will be removed and replaced with a stormwater structure designed for the 50-year storm.

The City Council approved a Professional Services Agreement with Olsson on September 24, 2019 in the amount of $36,100.00. Design services include survey, preliminary and final design, and utility coordination. 

The City of Belton is partnering with NorthPoint Development, LLC to complete this project, and both parties have agreed to equally share the cost of the stormwater improvements.

Hawthorne Drive and Redbud Lane (Alternate)

The scope of this work for this project is currently being determined.
