Rental Registration/Inspection Program & Foreclosed Property

The Belton City Council approved a Rental Inspection Program for rental units in the city limits on August 8, 2023 by Ordinance No. 2023-4796(PDF, 1MB) . The Rental Inspection Program will be effective on July 1, 2024. Staff is currently preparing an amendment to the Unified Development Code to retitle the current "Rental/Landlord Business License" to a "Rental Registration" to better implement the Program and related inspection process. As part of this amendment, a rental registration fee is proposed of $20 per unit annually. This will cover the costs of registration and inspections for the unit (separate fees for re-inspections may apply). These amendments are proposed to be presented to the Planning Commission on Tuesday, September 5, 2023 and City Council on Tuesday, September 26, 2023.


Program Requirements

Tenants

Tenants should:

  1. Pay rent on time.
  2. Use reasonable care and not damage property.
  3. Properly dispose of garbage.
  4. Refrain from taking on additional occupants or subleasing without the
    landlord’s written permission.

Landlords

Landlords should:

  1. Make property habitable before tenants move in.
  2. Make and pay for repairs due to ordinary wear and tear.
  3. Refrain from turning off a tenant’s water, electricity or gas.
  4. Provide written notice to tenants when ownership of the property is transferred to a new landlord. Not unlawfully discriminate.

All residential landlords must have an active landlord business license and follow the current requirements until 6/30/2024. Then the program will transition to the new registration process.

Foreclosed Property Registration

All foreclosed properties are required to be registered.
