Contractors & Subcontractors
All contractors & subcontractors working within the City of Belton are required to obtain a business license. A building permit will not be issued before a license is obtained.


Regulations for a New Belton Storefront Business

Submit an Application
Fill out the New Belton Storefront Business License Application along with:
  • Proof of identification - (only one is required) acceptable identification includes:
    • Birth certificate               
    • Driver's license
    • Naturalization papers
    • Passport
  • If the business owner lives in Belton, previous year's Cass County personal property tax receipt OR letter of non-assessment.

Check for Additional Regulations
Check for local zoning ordinances, regulations, building permits, and fire codes. Certain businesses require additional licenses / regulations or are only allowed in specific areas.

Set Up an Inspection
Once the business is set up and ready to go, call for building and fire inspections. It is the responsibility of the business owner/applicant to call for inspections.

Pay the Appropriate Fees

After all inspections are completed and approved and all required information obtained, you can pay the appropriate fees at City Hall and a license will be issued to you. All licenses must be paid for by cash or check (made out to the City of Belton). License fees are not pro-rated and all licenses expire June 30 of each year.


Regulations for a New Out-of-Belton City Limits Business

Submit an Application
Fill out the Business License Application along with:
  • Proof of identification for the primary owner - (only one is required) acceptable identification includes:
    • Birth certificate               
    • Driver's license
    • Naturalization papers
    • Passport

          OR Certificate of Good Standing from the Missouri Secretary of State

  • If the primary owner lives in Belton, previous year's Cass County personal property tax receipt OR letter of non-assessment. 
  • If you are a electrician, plumber, or HVAC technician, a copy of your master certificate.
  • If you are a contractor in the construction industry as defined in Chapter 287.030.1, RSMo., 1994, a COI showing general liability coverage of at least $500,000 naming the City of Belton as a certificate holder.
  • If you are a contractor in the construction industry as defined in Chapter 287.030.1, RSMo., 1994, and you have 1 or more employees (not counting the owner), a COI showing worker's compensation coverage naming the City of Belton as a certificate holder.

Regulations for Renewal

The Renewal process for Storefront Belton Businesses and Out-of-Belton City Limits Businesses is the same. An application is required at renewal.
