Rate Increase Due to April 2, 2013 Ballot
Rate Increase Effective August 1, 2013
The City of Belton is making a significant commitment to water and sewer infrastructure improvements.  While these improvements require funding, it would cost much more in the long run to wait and do nothing.  The citizens of Belton recognized this fact when they voted yes to Questions 1 and 2 on the April 2, 2013 ballot.  Question 3 on use tax failed.  If it had passed, it would have helped to moderate the water and sewer rate impact on our citizens.  Water and sewer rates increased as of August 1, 2013 by $17.50 per month for all residential accounts and $30.00 per month for all non-residential accounts.  (This rate is per city owned meter.)  

1967 - City of Belton Population 5,000 (est.)
  • 1967 - 300,000 gallon water tank on North Scott constructed
  • 1967 - Holmes Road pump station installed
  • 1983 - 1.5 million gallon elevated water tank constructed near I-49
  • 1983 - North Scott pump station installed
  • 1994 - Wastewater treatment plant constructed and functional
  • 2011 - Ultraviolet disinfection unit installed at the treatment plant to meet regulatory limits

2013 - City of Belton Population 24,000 (est.)

April 2, 2013 Ballot Questions 1 and 2 will:

  • Update the Holmes Road pump station that was installed in 1957, almost 50 years later
  • Construct a new 3 million gallon elevated water tank to improve water pressure and fire safety, almost 30 years since the last one was constructed
  • Update and improve the wastewater treatment plant that was built in 1994, almost 20 years later

Shall the City of Belton, Missouri, issue its waterworks revenue bonds in an amount not to exceed $13,925,000 for the purpose of extending and improving the City's waterworks system, including but not limited to costs to construct a new elevated water storage tank on Hargis Street, install water transmission and distribution mains, and renovating and improving pump stations, the cost of operation and maintenance of said waterworks system and the principal of and interest on said revenue bonds to be payable solely from the revenues derived by the City from the operation of its waterworks system, including all future extensions and improvements thereto?

Belton Question 2
Shall the City of Belton, Missouri issue its sewer system revenue bonds in an amount not to exceed $14,475,000 for the purpose of extending and improving the City's sewer system, including, without limitation renovations and improvements of influent pumping stations and force mains, and renovations and improvements to the wastewater treatment plant with new headworks, a new final clarifier and a new telemetry supervisory control and data acquisition (SCADA) system, the cost of operation and maintenance of said sewer system and the principal of and interest on said revenue bonds to be payable solely from the revenues derived by the City from the operation of its sewer system, including all future extensions and improvements thereto?

Belton Question 3
Shall the City of Belton, Missouri, impose a local use tax at the same rate as the local sales tax, currently at a rate of two and three quarters percent (2.75%) provided that, if any local sales tax is repealed, reduced or raised by voter approval, the respective local use tax also shall be repealed, reduced or raised by the same action?  A use tax return shall not be required to be filed by persons whose purchases from out-of-state vendors do not in total exceed two thousand dollars in any calendar year.
