Home Business Licenses
To register as a Home Business, you must have a home-based business located within Belton city limits. All other home-based businesses must file as a standard out-of-city business.

Before a business begins operating, a Business License is required. 

Please note - a business license is assigned to a particular business name, address, and owner. If these change, a new application must be filed.

Regulations for a New Belton Home-Based Business

Submit an Application
Fill out and submit the Home Business License application along with:
  • Proof of identification - (only one is required) acceptable identification includes:
    • Birth certificate               
    • Driver's license
    • Naturalization papers
    • Passport
  • Previous year's Cass County personal property tax receipt OR letter of non-assessment. 
  • If sales tax is collected, a No-Tax-Due letter from the Missouri Department of Revenue.
  • If you are an electrician, plumber, or HVAC technician, a copy of your master certificate.
  • If you are producing or distributing food, a copy of your Cass County Health inspection OR letter from the Cass County Health Department stating an inspection is not required.
  • If you are a Bail Bondsman, a copy of your General Agent License and all agents under your license.
  • If you are a contractor in the construction industry as defined in Chapter 287.030.1, RSMo., 1994, a COI showing general liability coverage of at least $500,000 naming the City of Belton as a certificate holder.
  • If you are a contractor in the construction industry as defined in Chapter 287.030.1, RSMo., 1994, and you have 1 or more employees (not counting the owner), a COI showing worker's compensation coverage naming the City of Belton as a certificate holder.

A Note from the Missouri Department of Natural Resources
There are additional state and federal regulations that apply to demolition and renovation projects regarding inspection for asbestos containing materials, project notification, and proper handling of asbestos containing materials. You should contact the Missouri Department of Natural Resources' Air Pollution Control Program at P.O. Box 176, Jefferson City, MO 65102, or by telephone at 573.751.4817 to obtain more information about these requirements. You may also find information about these requirements on the department's website.

All licenses must be paid for by cash or check (made out to the City of Belton). License fees are not pro-rated and all licenses expire June 30 of each year. License Fees 


Regulations for Renewal

Submit an Application

Home Business Restrictions and Limitations

Home Businesses are allowed in all residentially used structures in all zoning districts in Belton, subject to the following restrictions and limitations.

  1. The home business shall be incidental and subordinate to the principal residential use of the premises and occupy not more than 25% of the floor area of the dwelling unit.   
  2. No outdoor storage of materials or equipment used in the home business shall be permitted.   
  3. No equipment shall be utilized or activity conducted that creates a nuisance or hazard to surrounding properties.
  4. No alteration of the principal residential building shall be made which changes the exterior character of the residence.
  5. No sign shall be permitted in connection with the home business.   
  6. No person shall be engaged in such home occupation other than a person occupying such dwelling as their principal place of residence. (i.e., no employees unless they live at the residence)
  7. No merchandise shall be displayed or sold on the premises. (i.e., no retail sales to the public)        
  8. No additional vehicles shall be parked at the dwelling, other than those owned by the persons occupying such dwelling as their principal place of residence, which could be a nuisance or hazard to surrounding properties.

Home Businesses Permitted
Permitted home businesses include the following list of uses and others that are similar in character, do not include retails sales to the public, and do not create greater amount of traffic or noise.
  1. Professional office for architects, engineers, planners, lawyers, accountants, bookkeepers, and similar professions.    
  2. Professional office for realtors, insurance agents, brokers, sales representatives, and manufacturer representatives when no exchange of tangible goods is made on premises.
  3. Professional office for businesses that provide goods and services at locations other than the premises.
  4. Internet businesses that sell goods online, but no exchange of goods or physical transactions are made on the premises.
  5. Telephone answering service.
  6. Art, dancing, and music schools, provided that instruction is limited to four (4) students at one time.
  7. Electronics and small appliance repair service.   
  8. Crafts and hobbies such as model making, rug-weaving, lapidary work, cabinet-making, etc.
  9. Saw filing.
  10. Gun repair and cleaning.
  11. Taxidermy.
  12. Beauty parlor or barber services.
  13. The sale of home party products when no exchange of tangible goods is made on the premises.    
  14. Limited catering services - no commercial kitchens.   
  15. Tailoring, alterations, seamstresses, and formal attire rental.  Home businesses that involve formal attire rental shall be reviewed by the Planning Commission after one-year of operation to insure that traffic, neighborhood, or other problems have not been created by these home businesses.

Home Businesses Prohibited
  1. Bait shops
  2. Antiques, retail
  3. Groceries, retail        
  4. Funeral and mortuary services
  5. Second-hand merchandise 
  6. Tourist homes and boarding houses
  7. Equipment rental
  8. Automobile, motorcycle, vehicle, and small engine repair services   
  9. Physician, dentist, chiropractic, massage, and other medical professions
  10. Machine shops
  11. Welding
  12. Towing businesses
