BOARDS & COMMISSIONS
Park Board - A nine member Board
appointed by the Mayor with approval from the Board of Aldermen.
This Board is the only City Board that has administrative
responsibility and exclusive control over expenditures of
money for parks and recreations purposes.

Jeff Gourley, Kevin Fox, Pat Stiles, Steve Bennett, Dean
VanWinkle, Staci Czar, Ed Willette, Kelly Monaghan, Stacy

Planning Commission - A nine member
commission appointed by the Mayor with approval from the
Board of Aldermen. This commission is responsible for the
development of a Zoning Ordinance, Subdivision Regulations,
and Comprehensive Plan. This commission makes recommendations
to the Board of Aldermen concerning new developments, zoning
changes and text amendments. This commission is primarily
involved in land use issues in the City.

Paul Myers, Chairman; Sally Davila, Holly Girgin, Roger
Horne, Tim McDonough, Larry Thompson, Scott VonBehren.
Zoning Board of Adjustments - A
seven member board appointed by the Mayor with approval
from the Board of Aldermen. This board acts on variances
and appeals of the Belton Zoning Ordinance. This board has
the final say on these issues. Persons aggrieved by decisions
of this board are required to appeal those decisions to
the Cass County Circuit Court.

Phil Trued; Alternates: Wilma Darlington, Roger Shirk
Building and Fire Codes Board of Appeals
- An eight member board appointed by the Mayor with approval
from the Board of Aldermen. This board acts on appeals concerning
the Uniform Building Codes and Uniform Fire Codes. If someone
disagrees with a decision of the Building Inspector on an
interpretation issue, then they can file an application
for a hearing before this board.

Darrel Cowan, David Harber, Bobby Perkins, Jerry Duvall,
Alderman Gary Lathrop; Alternates: J.W. Brown.
Tax Increment Finance Commission -
A twelve member commission. State statutes allow School
districts and other taxing jurisdictions to be able to appoint
members to this commission. This commission makes recommendations
on TIF applications. TIF is a financing mechanism whereby
future tax dollars can be diverted from the normal recipients
(School Districts, County, City, Hospital, Junior College,
etc.) to pay for debt and improvements associated with new
development. The amount diverted is that amount of taxes
above the pre-developed amount.

Industrial Development Authority-
Current Board Members:
Darrel Cowan, Robert Henderson, Peggy Dryden, Gibson Pearis,
Chet Trutzel
Belton Corporation for Economic Development
- A separate organization that the City contracts with to
provide services in the area of aiding, assisting, encouraging,
and promoting the development and expansion of business
concerns in the City of Belton. This corporation is headed
by a twelve member Board of Directors. The Mayor and City
Administrator are members of the Board of Directors for
BCED.
